CICSENE - CENTRO ITALIANO PER LA COOPERAZIONE E SVILUPPO EDILIZIO DELLE NAZIONI EMERGENTI

CICSENE is a co-operation institution for development involving university teachers and experts in the social, economic, accommodation and international co-operation sectors working in multidisciplinary teams.

It focuses attention on urban problems, adopting an integrated approach both in developing and in European countries, where it carries out studies, projects, operations and activities to provide information and raise awareness. It experiments with forms of decentralisation, participation, shared devolvement of responsibility among public and private, for-profit and not-for-profit organisations at various levels.

In Italy, CICSENE has also worked on projects to improve and analyse the living conditions of immigrants and their housing. It has studied the living conditions of immigrants:
- Monitoraggio dell’habitat e dell’accoglienza degli immigrati stranieri in Piemonte;
- Progetto integra “3ind”, a social, associational, housing, settlement, generational and scholastic survey of immigration in Turin;
- Casa, lavoro, istruzione: azioni per l’uguaglianza project, an investigation of the living conditions of foreigners in Turin, access to housing and the discrimination they encounter.

It has also carried out projects to provide accommodation for immigrants, including:
- Centro servizi per la locazione (Padova), a study of the private accommodation market for the disadvantaged;
- Progetto Ariete (Veneto), a survey and economic report on accommodation initiatives for immigrants;
- Progetto Integra ITACA, support for immigrants students seeking accommodation or Council housing allocation;
- Progetto Nafidat, in accordance with art. 13 of the Treaty of Amsterdam: identification of the resources and requirements of Porta Palazzo (Turin) in terms of accommodation and work, and the drafting of a set of anti-discrimination proposals.

Lastly, it runs Diogene 1 - fondo regionale per il miglioramento delle condizioni abitative dei migranti - to facilitate access to accommodation by immigrants, supporting the risks of owners and associations which act as controllers or social mediators.
