CITY OF TURIN

For reasons of culture and tradition, the City
of Turin, through its economy
and development divisions, educational
services division, institutional
affairs service and its social
welfare services division, pays particular attention
to the problems of the socially disadvantaged in the employment
market.
Its policies include clearly targeted actions to combat
exclusion of the disabled from jobs,
gender discrimination, and
the social and professional isolation
of under-age children at risk.
Taking part in the project
will be those divisions which, within the city of turin,
have long and constantly worked to reduce the exclusion
from the jobs market of a vulnerable segment of the
population.
The following will play an active role in the project:
- the work, development, guidance
and vocational training sector.
The sector carries out activities to facilitate
the integration of the unemployed, women, and those
running the risk of unemployment, paying greatest attention
to the weak and disadvantaged. To implement the activities
proposed for the Life Project,
the skills and experience acquired by SIL
(servizio inserimento lavorativo
- the work integration service) will be particularly
useful. Set up in 1995 as
part of the city's special work project, SIL
is especially aimed at the seriously
physically and mentally handicapped, as well as at
other disadvantaged groups. It co-operates with mental health
services, drug addiction services, and with the social services
of the ministry of justice. SIL
also provides promotion and
advisory services for companies
on the application of law 68/99 and on the funding facilities
available for recruiting the disadvantaged as established
by national and regional laws.
- the education services division.
The internal permanent education
sector promotes wide-ranging scholastic guidance
activities through its own scholastic
and professional guidance centre (COSP).
The sector is also committed to reinstating school dropouts,
to prevention, and to adult education.
- the central institutional affairs
service, recently set up by the city administration,
is committed to the promotion of
urban redevelopment policies to counteract physical
and social deterioration in the suburbs. Amongst other things,
the service co-ordinates the special suburb project.
- the social welfare service
has the task of planning services
and runs the facilities for
the aged, juveniles, the disabled, the homeless and minors
without parents . The social welfare
service is mainly aimed at those unable
to live a high-quality, independent life due to physical
or mental disability, or poverty.
