PROVINCE OF TURIN

The "province"
is the local authority between the municipality
and the region. It represents
the community, looking after its interests, and promoting
and co-ordinating its development.
The planning approach of the Province
of Turin in the social sector
abides by a series of national and regional regulations,
some of which are recent. This strategy consists of different
yet consistent areas of action: social
solidarity, policies for the family,
minors and young
people, policies for the aged,
the disadvantaged and for
the disabled, health,
immigration, social
security, time policies,
and policies for equal opportunities,
international peace and co-operation,
labour and local
development, all of which reflect objective differences
in the types of problems to be solved, as well as in their
objectives and methods. Particularly significant among the
activities are:
1) large-scale planning and support
for joint actions, with gradual development of planning
skills throughout the social and welfare sector;
2) activities to assist local
development and the propagation of negotiated planning (e.g.
Territorial pacts, integrated area plans) to promote job
creation and economic development with a view to social
inclusion;
3) management of an integrated
system of social services and operations to meet the need
for lasting local development, partly by encouraging and
assisting the creation of new businesses.
In the field off employment policies,
the Province of Turin - which
has taken on the important task of managing public employment
services, drafting active jobs policies and promoting integration
with the vocational training and education system - anticipated
the model for 13 new job centres
with a deliberation of the provincial council on 24 march
1999. This was designed to improve existing employment bureaux
in the province.
Equal opportunities were
included by the province in its strategic plans in the form
of the territorial plan for equal
opportunities (2001-2002) to intervene in cases which
prevent the achievement of equal opportunities for women
and men. It promoted an organic programme to apply the plan
within the province - this was based on participatory policies,
involving two forms of application: within
the authority itself to initiate a different form
of organisation and a decision-making process more oriented
towards developing women's skills; externally,
as an integrated feature of the economic and social development
of the territory.
Within the framework of European
planning, and with the support of the community
policy co-ordination service, the province has shifted
towards the European dimension.
