PROJECT SUMMARY
Presented by the Province of Pisa,
the Strada project for the
reintegration of female victims of trafficking into the
social and labour market contexts is an equal
opportunities initiative which, as can be evinced from the
title, aims to break down the social
barriers to the reinsertion of a specific usership
into the social scenario and labour market. The target users
are women caught up in trafficking
for the purpose of sexual exploitation who
decide to escape the conditions imposed by criminal
organizations in order to take refuge in the social protection
provided by the legislative tools of the Consolidation
Act on Immigration (Legislative Decree N° 286/98).
The Strada project is an extension
of the experience of the Sally project
implemented in the territory of the Province
of Pisa in the years 2000,
2001 and 2002
with financing from the Assistance
and Integration Programme pursuant to Section 18
of Legislative Decree N° 286/98: permission to stay
for reasons of social protection. The aim of the Sally project
was to provide an integrated support network to women involved
in street-based prostitution and especially female victims
of trafficking.
In order to fulfil its objectives, the Equal programme will
promote the insertion of female
victims of trafficking into the social
and labour market contexts
using the resources provided by the partners involved and
the existing Sally project network which already involves
local authorities, law and order enforcement agencies, local
health centers, lay and Catholic associations and the world
of work in interactive relations in which all the players
are equally important to the successful outcome of the project.
ACTION PLANNED
The aim of the Province
of Pisas Strada project is to fight
the complex phenomenon of prostitution/trafficking
by encouraging victims to participate in social and labour
market scenario inclusion processes and thus to regain their
autonomy. The project will follow a multi-faceted strategy
which will be implemented in three territorial contexts
(the Province of Pisa, the
Province of Potenza and the
Province of Trento), at national
level and at a cross-border level in the cooperation with
Dutch, Austrian and French partners.
As far as the actions directly aimed at female victims of
trafficking are concerned, the project will set up targeted
activities to improve existing actions and implement new
models to facilitate access to the world of work. This will
be the specific focus of the project.
Furthermore, the involvement of institutional players and
members of the local private social sector, the
project aims to set up:
- Monitoring of the phenomenon,
information dissemination and social orientation activities
(in the Provinces of Pisa, Potenza and Trento);
- A Drop-in Centre (Province
of Pisa) an innovative help desk model to act as a filter
between prostitution and the services available to support
victims wishing to escape exploitation;
- Activities of taking charge
of victims, reception and accompaniment towards autonomy
(Province of Pisa);
- Professional orientation activities,
practical on-the-job training
and insertion into the labour
market (Provinces of Pisa and Trento);
Obviously the actions are not only aimed at the final beneficiaries,
they also make a significant contribution to the innovation
and improvement of the relative system strategies and support
models, as well as the professional figures involved. In
order to ensure that this contribution is properly exploited,
the project will avail itself of the scientific knowledge
of Associazione On the Road and the technical and coordination
expertise of Associazione TECLA.
Other important actions include accompaniment activities,
the methodological supervision of each team and the implementation
of joint and integrated training activities for operators
from the three territories.
The transverse activities of communication and mainstreaming
of the project include: creation of the logo, three public
meetings and press conference at project launch; 6 issues
of project newsletter; dissemination of information to final
beneficiaries in 4 languages; 3 technical policy-making
workshops; 3 publications containing reports on the workshops;
4 cross-border seminars; liaison with the National Coordination
Board for Prostitution and Trafficking; implementation of
final cross-border convention on trafficking and presentation
of project results; final dissemination of the results of
the project via publication of a book and CD ROM.
